Non-Communicable Diseases: Addressing Africa’s Next Challenge through Innovative Partnerships

The Global Health Progress (GHP) and the IFPMA hosted a luncheon discussion on the margins of the 64th World Health Assembly for Ministers, Ambassadors and senior health officials from Africa. The discussion highlighted the need to develop creative and effective models of public-private partnerships in order to combat the rise of non-communicable diseases (NCDs) in Africa.
David Brennan, IFPMA President and CEO of AstraZeneca, provided the keynote address and spoke about sustainable business models for addressing NCDs in Africa and the need for greater promotion and development of country-owned strategies for action. The Honorable Dr. Mphu Ramatpaleng, Minister of Health and Social Welfare from Lesotho, provided reflections on her country’s success in leveraging the entrepreneurial spirit of the private sector to develop partnerships that both protect and promote health. She highlighted the need for new ways of thinking about NCDs, and for building models based on lessons learned from effective campaigns for treating infectious diseases. Dr. Jeff Sturchio, President and CEO of the Global Health Council, moderated the discussion, which allowed Ministers of Health and senior African officials to share their successful models and discuss how the models can be adapted and replicated in light of Africa’s newest health challenge.
Over 125 leaders in health, including Ministers of Health from Angola, Botswana, Democratic Republic of the Congo, Egypt, Ghana, Lesotho, Morocco, Nigeria, Tanzania, Zanzibar and Zimbabwe. Senior delegates from over 15 other African countries and the Commonwealth Secretariat were also in attendance, including officials from Algeria, Burkina Faso, Cote d’Ivoire, Eritrea, Ethiopia, the Gambia, Kenya, Namibia, Niger Rwanda, Sao Tome and Principe, Senegal, Somalia, Swaziland, Togo, Tunisia, Uganda and Zambia.

Mr. David R. Brennan serves as a Member of Executive Board at Pharmaceutical Research and Manufacturers of America. Mr. Brennan served as the Chief Executive Officer of AstraZeneca Plc at MedImmune, LLC from January 1, 2006 to June 1, 2012. Mr. Brennan served as Treasurer of the Pharmaceutical Research and Manufacturers of America since March 2007. He served as the President and Chief Executive Officer of AstraZeneca Pharmaceuticals LP (which does business as Astrazeneca U.S) where he was responsible for all operations in the U.S. From 2001 to 2006, he served as President and Chief Executive Officer of AstraZeneca's North American subsidiary. Mr. Brennan served as Executive Vice President of North America Division of AstraZeneca Plc from 2001 to 2006. He served as Senior Vice President of Commercialization and Portfolio Management of AstraZeneca. Before the merger of Astra AB and Zeneca Plc, he served as Senior Vice President of Business Planning and Development of Astra Pharmaceuticals LP, the American subsidiary of Astra AB. Mr. Brennan began his career in 1975 at Merck and Co. Inc., where he rose from Sales Representative in the U.S. Division to General Manager of Chibret International, a French subsidiary of Merck that specializes in ophthalmic. He served as the Chairman of Pharmaceutical Research and Manufacturers of America. Mr. Brennan joined Innocoll GmbH advisory board in May 2014. Mr. Brennan has nearly 40 years experience in the pharmaceutical industry. He served as the Chairman of the Board for the Southeastern Pennsylvania Chapter of the American Heart Association from 2004 to 2006. He is Board member of the Chief Executive Officer Roundtable on Cancer. He has been Director of Insmed Incorporated since May 2014. He serves as a Member of the Executive Board and Board Member of the European Federation for Pharmaceutical Industries and Associations (EFPIA). He has been an Independent Director at Innocoll Holdings plc (formerly known as Innocoll AG) since March 16, 2016. He has been a Director of Alexion Pharmaceuticals, Inc. since July 2014. He served as a Non Executive Director of Reed Elsevier plc since November 1, 2012. He served as a Non-Executive Director of Reed Elsevier Group Plc since November 1, 2012. He served as Member of Supervisory Board of Innocoll AG (formerly Innocoll GmbH) since May 2014 until March 16, 2016. He served as Member of Supervisory Board of Reed Elsevier NV since November 1, 2012. Mr. Brennan served as an Executive Director of AstraZeneca Plc from March 14, 2005 to June 1, 2012. He serves as President of the International Federation of Pharmaceutical Manufacturers and Associations (IFPMA), Member of the European Roundtable of Industrialists, Member of the National Institute of Health Roundtable on Evidence Based Medicine and Honorary Board Member of the US CEO Roundtable on Cancer. He was a participant and member of the International Business Council of the World Economic Forum. Mr. Brennan holds Bachelor's of Arts in Business Administration from Gettysburg College, where he serves on the board of trustees.

Lesotho Minister of Health

Dr. Mphu Keneiloe Ramatlapeng is currently an Executive Vice-President at the Clinton Health Access Initiative, as well as the Vice-Chair of the Board of the Global Fund to Fight AIDS, TB and Malaria. She is a highly experienced African leader who brings to her role a broad range of domestic and international health and management experiences in the public and private sectors.

Dr. Ramatlapeng served as Minister of Health and Social Welfare of Lesotho between 2007 and mid 2012, carrying responsibility for the overall clinical, technical, and financial management for the Ministry. In this role, Dr. Ramatlapeng has been a champion in Lesotho’s significant achievements in reducing the transmission of HIV to children from their parents. Under her leadership, the Ministry introduced a 2010 innovative package to support mothers who cannot return to clinics to receive the basic package of care services they need to stay healthy and give birth to HIV-negative children.

Over 2005 – 2006, Dr. Ramatlapeng served as Country Director of the Clinton Foundation HIV/AIDS Initiative in Lesotho – bringing to that role extensive experience in pharmaceutical supply and management.

Born in Lesotho, Dr. Ramatlapeng studied medicine at Kharkov Medical School in Ukraine, and later obtained a Masters in Public Health from Johns Hopkins University. After completing her education, she returned to Lesotho and worked in a number of roles across the public and private sectors before moving into her successive roles with CHAI and the Ministry of Health and Social Welfare.

Dr. Ramatlapeng has held a number of Board Member positions over her career, including membership on the Roll Back Malaria Partnership Board and the StopTB Partnership Board. Dr. Ramatlapeng currently serves as a Board Member of the Foundation for Innovative New Diagnostics (FIND). Across her career, she has also been a leading advocate for women in business, including serving as founding Board Member of Women in Business in Lesotho.

Jeffrey L. Sturchio is president and CEO of Rabin Martin, a global health strategy firm. A respected global health thought leader, Sturchio is a trusted counselor to senior leaders in the private sector, multilateral organizations, governments, NGOs, and foundations. He has contributed to numerous publications in global health, most recently "Noncommunicable Diseases in the Developing World: Addressing Gaps in Global Policy and Research" (Johns Hopkins University Press). Previously, Sturchio was president and CEO of the Global Health Council, vice president of Corporate Responsibility at Merck & Co. Inc., president of The Merck Company Foundation, and chairman of the U.S. Corporate Council on Africa. He is a visiting scholar at the Johns Hopkins Institute for Applied Economics, Global Health and the Study of Business Enterprise; a senior associate of the Global Health Policy Center at the Center for Strategic and International Studies; a principal of the Modernizing Foreign Assistance Network; a fellow of the American Association for the Advancement of Science; a member of the Council on Foreign Relations; an advisor to the Clinton Global Initiative, and a member of the NCD Alliance Expert Advisory Council. He holds a bachelor's degree from Princeton University and a doctorate from the University of Pennsylvania.
